This floral wreath-laying ceremony was conducted by BRDB Officer Azad Rahman, first, the Upazila Administration led by Upazila Executive Officer Monira Khatun, laid a wreath at exactly one minute after the clock struck twelve, at which time the heads of all the departments of the wreath-laying ceremony also laid a wreath. Under the banner of Palli Bidyut Samity, garlands were given under the leadership of AGM M Mahfuzur Rahman, Red Crescent Society, Fire Service Station Officer Sharif Mortaza. Finally, Rokonuddin Girls High School, and a section of the nationalist party BNP, the first hour of garland-giving was completed under the leadership of Obaidul Bari Dipukhar due to illness of AGM Badal Amin.
On December 16, 2024, when all departments including the upazila administration paid wreaths on the Victory Day in an orderly manner, a section of the BNP tarnished the Shaheed Minar by placing wreaths on the portrait of the Liberation War, and the administration and civil society expressed widespread hatred. This year, a section of the BNP realized this and paid wreaths in an orderly manner.
